Dr. Smail Chikhoune, MD, received his doctorate in medicine at the University of Medicine of Algiers in 1982. His professional experience spans several countries and fields. Dr. Chikhoune worked at Parnet Hospital, in the field of Internal Medicine from 1982-1990. He served as the Doctor of the National Algerian Cycling Team from 1982-1986. He taught at the Maillot Hospital- Allied Health Military School in the field of Radiology, anatomy and physiology paramedics from 1986-1987. He maintained a private medical practice in Algeria from 1990-1992.
On 1993 he moved to the Bay Area , California and worked at HealthSouth clinic as a volunteer in Outpatient Care in Berkeley, California. From 1998-2002 Dr. Chikhoune worked at , IKnowMed, in Silicon Valley, California, as a Clinical Informatics Analyst, Developing and validating in collaboration with public institutions such as, MD Anderson Hospital in Houston and SWOG breakthrough technologies in the medical field. Note: IknowMed technology captures analyzes and displays patient treatment information when and where it is needed – in real time, at the point of care and provides users with access to cancer treatment guidelines, decision support tools, clinical trials screening and more.
From 1993 to 2004, Dr Smail Chikhoune owned in Berkeley, California some businesses including a French Bakery, a Wholesale travel agency, a pizza franchise, and some real estate properties.
He served as the President of the Algerian-American Association of Northern California from 2002-2004.
From 2004 to 2024, Dr. Smail Chikhoune was the President & CEO of the US-Algeria Business Council (USABC), a private independent nonprofit business association in Washington DC, working to promote trade between Algeria and the United States. The main activities of the USABC include hosting events featuring key US and Algerian trade officials, leading trade delegations, and organizing sector-specific symposia bringing together businessmen, government decision-makers, media figures and experts.
Early 2025, he launched a private consulting firm in Washington DC, the Washington Insight Group.
Additionally, Dr. Smail Chikhoune is the founding member of the Algerian American Foundation for Culture, Education Science & Technology, a founding member of the Algerian Startup Initiative, a founding member of the Casbah Business Angels, and a founding member of AIDA (Algerian International Diaspora Association). Dr. Chikhoune is married with three daughters, speaks Arabic, Berber, English and French.
